Virtual card fees explained: every fee, where it goes, and what you actually pay

A complete breakdown of every fee on a virtual debit card program - conversion, issuance, network, dispute - and what the typical monthly bill looks like across tiers.

01The four fee categories, broken down

Conversion fee. Charged on the moment your crypto converts to USD. BitPay charges 2.5% on FREE, 0.7% on PRO, custom on CUSTOM. This is the only fee you see on your wallet history; everything else is absorbed by the issuer.

Card network fee. Visa and Mastercard charge the issuer per transaction. Typically 0.14% to 0.30% of the transaction. The issuer absorbs this and includes it indirectly in your conversion fee.

Card controls fee. Per-card limits, freeze, reissue, merchant locks, 3-D Secure, audit logs - all free on BitPay. Some issuers charge for these features; we do not.

Dispute fee. Opening a dispute is free. If the dispute is resolved in your favor (chargeback), there is no fee. If the dispute is resolved in the merchant's favor (you lose), some issuers charge a $10-25 processing fee; BitPay charges nothing in either case.

02The hidden fees most issuers bury

Spread margin. Some issuers offer a conversion fee of 0.5% but their exchange rate is 1.5% worse than the market. You pay 0.5% + 1.5% = 2.0% effective. BitPay shows the rate and fee side by side; the rate you see is the rate you get.

Inactive card fee. Some issuers charge $1-5/month per card that has zero transactions. On a 12-card program, that is $12-60/month for cards you set up as backups.

Replacement fee. Some issuers charge $5-10 per reissue. On BitPay, reissue is free and unlimited.

ATM fee. Most virtual cards do not have ATM access because they have no plastic. If an issuer offers ATM access on a virtual card, they typically charge $2-5 per transaction.

Foreign transaction fee. Some issuers charge 1-3% on top of the network FX rate. BitPay absorbs this - your $100 charge in a foreign currency is exactly $100 (plus the standard conversion fee).

03What you actually pay per month

If your monthly volume is $20,000 USD equivalent and you fund with USDT/USDC on the FREE tier:

The PRO tier becomes cost-positive versus FREE at around $5,000 monthly volume.

04Where the fees actually go

Conversion fee revenue: covers the liquidity provider spread, card network fees, fraud monitoring, chargeback reserves, customer support, and product development.

Card network fees: paid directly to Visa and Mastercard. Roughly 0.14% to 0.30% of transaction value.

Liquidity provider fees: paid to exchanges and OTC desks for executing the crypto-to-USD conversion. Typically 0.05% to 0.20%.

Fraud monitoring: paid to vendors like Sift, Riskified, or in-house teams. Per-charge monitoring fees are small but cumulative.

Chargeback reserves: required by card networks. Issuers must hold a reserve against potential chargebacks, typically 5-10% of monthly volume in escrow.

Customer support: paid to the humans answering tickets and chat. Per-customer cost is $5-30 per support interaction.

05Comparing BitPay to traditional banking

A US business checking account charges $10-30/month in fees. Wire transfers cost $15-35 each. International wires cost $35-50 each. ACH is free but takes 3-5 business days.

A traditional debit card program (Stripe, Brex, Ramp) charges 0.5-2.0% on transactions, plus subscription fees of $0-100/month. The 0.5% lower tier is rarely accessible without a credit check.

06Fee optimization tips

Tip 1: Use USDT or USDC. Stablecoins avoid volatility drag, which means your conversion fee is the only fee. Non-stablecoin crypto adds 0.5-2% in mid-flight volatility.

Tip 2: Move to PRO at $5K monthly volume. The math: at $5K monthly, FREE charges $75 in conversion; PRO charges $35 + $50 subscription = $85. PRO wins at higher volume because conversion fee savings exceed subscription.

Tip 3: Consolidate cards. Fewer cards means fewer fraud signals, fewer disputes, simpler reconciliation. The fees don't change but the operational cost drops.

Tip 4: Optimize deposit timing. If you deposit on a Friday afternoon during low liquidity, you may get a slightly worse rate. If you deposit Tuesday morning during high liquidity, you may get a slightly better rate. The difference is 0.1-0.3%; not huge, but over a year it adds up.

07What to look for when evaluating other issuers

Look for: explicit fee structure (rate + percentage clearly shown), no spread margin, no inactive card fees, free reissue, no dispute fees regardless of outcome.

Avoid: issuers who quote a percentage fee but do not show the exchange rate (you cannot verify the spread), issuers who charge for reissue or freeze, issuers with tiered dispute fees, issuers with monthly minimums.

Test before committing. Send $50 worth of USDC to a new issuer, see what lands in your wallet. The honest issuer will credit $49.65 (with 0.7% fee on PRO) or $49.25 (with 2.5% on FREE). Any result outside that range is suspicious.

Frequently asked questions

Are there any fees for card issuance?

No. BitPay does not charge per-card issuance fees. You can issue unlimited virtual cards on PRO and CUSTOM; one card on FREE.

What fees apply to refunds?

None. Refunds credit to your USD wallet balance. There is no fee to receive a refund, no fee to re-spend the refunded amount, no fee to withdraw it as a different crypto.

Are there fees for converting crypto to crypto (not USD)?

BitPay does not currently support crypto-to-crypto conversion. You fund in one crypto, convert to USD, spend USD. If you want to exit to a different crypto, you do that on a third-party exchange.

How do fees compare for large vs small operators?

PRO ($50/month, 0.7% conversion) is cost-positive versus FREE for monthly volume above $5,000. CUSTOM (volume-based) is cost-positive above $25,000/month. The per-transaction cost decreases with volume because fixed fees (network, fraud monitoring) get diluted across more transactions.
